July 2006

  • Government workshop in the Philippines to improve regulation.
  • Detailed country assessment undertaken in Thailand.
  • High level inward visit by UAE Minister of Social Affairs and colleagues to discuss the Charity Commission and plan the Gulf workshop.1
  • Asia Pacific Group annual meeting in the Philippines (this is a key FATF regional body).
  • Input into an International Statement of Fundraising Ethics (UK involvement from the Institute of Fundraising, Resource Alliance, OSCR and Farrers).
  • Hosted Humanitarian Forum’s steering committee meeting.
  • Meeting with UNODC in Vienna and agreement reached on information sharing and use of their regional experts when required.
  • Meeting with ICNL in Budapest and agreement on joint approach to support the development of NGO regulation in Afghanistan.

August 2006

  • Commencement of the regional government/sector workshops in six Indonesian provinces to gather the NGO sector’s views on aspects of accountability and regulation and to create dialogue between the government and the sector.
  • Input into the HMT reviews of the domestic sector and BOND’s quality standards work.
  • Input into a Charity Effectiveness project on charities operating internationally.

September 2006

  • Second ASEAN regional workshop for 6 countries and several regional bodies, going into more detail on aspects of regulation.
  • Continuation of the regional workshops in Indonesia; interdepartmental government forum on NGO regulation in Indonesia.
  • Provincial workshops in Pakistan to gather the NGO sector’s views on aspects of accountability and regulation and to create dialogue between the government and the sector, also agreement to be reached on the implementation timetable for the code of conduct.
  • Follow-up inward visit by mid level Saudi Arabian officials, continuing our training to the majority of regulatory staff.
  • Meeting with visiting Chinese government regulators and the Ghanaian Attorney General/Minister for Justice.

October 2006

  • National workshop in Bangladesh to gather the NGO sector’s views on a Code of Conduct and to support dialogue between the government and the sector.
  • National Forum on NGO regulation for government and sector representatives in Indonesia.
  • Meeting with the BOAG group of large charities operating overseas.
  • Panellist at the ACEVO International Conference , in a session on “Global recognition – local divisions. Are international operating standards for NGO's causing local tensions?”
  • Meeting with visiting Slovenian NGOs.
  • Other international engagement: Canadian Revenue Agency workshop for the more advanced regulators (Andrew Hind and Kenneth Dibble attending); launch of BOND’s work on quality standards for its members; launch of the International Statement of Fundraising Ethics at Resource Alliance’s International Fundraising Conference (Regulatory Policy may attend).

November 2006

  • Gulf regional workshop.
  • Inward visit by Russian government and NGO delegates.
  • Final provincial workshops in Pakistan.
  • Follow-up training in Oman for the regulators, in parallel with capacity building training by INTRAC for charities.
  • Humanitarian Forum steering committee.
  • LSE roundtable on the securitisation of aid.
  • Possible workshop for regulators from Afghanistan.
  • Government and NGO sector seminar in Morocco.

Early 2007

  • Launch a code of conduct in Pakistan.
  • The UK’s FATF mutual evaluation is likely to take place.
  • European Commission conference on non-profit regulation in the context of reducing vulnerability for terrorist financing.
